CORRECTED OR UPDATED KY TITLE

 

 

The following documents and information are required:

  • Application for title/registration (VTR form TC-96-182) must be completed in the following sections:
  • VEHICLE IDENTIFICATION SECTION, including odometer reading and/or appropriate boxes checked.
  • AFFIDAVIT FOR REPLACEMENT SECTION, give current title number and check reason for updating/correcting the current title.
  • OWNER-BUYER SECTION, name of current owner(s), address and Social Security number. Check the appropriate boxes for the lien information. Owner’s signature and notary section required.
  • The current vehicle title must be returned with the Application for Title.
  • If you are requesting a name change on your title, Form #FCC-84-256 must also be filled out, signed and notarized.
  • The VTR Form #TC-96-182 must be signed by the registered owner or an individual possessing Power of Attorney for the owner. A copy of the Power of Attorney must be submitted with the Application for Title. The signature on all forms must be notarized or the application cannot be accepted.
  • If the application for an updated Title is for the purpose of applying for an additional loan, the owner will be furnished the copy of the registration certificate. This copy should be taken to the lender for processing the Title Lien Statement filing.
  • Completed form(s) and filing fee must be returned to the County Clerk’s office for processing.
  • The new title will be mailed from Frankfort to the registered owner within 10-14 business days of application. (If a lien is appended, the title will not print for 30 days.)

NOTE: Additional fees apply if the application is prepared and notarized by the County Clerk’s office.

DUPLICATE KENTUCKY TITLE The following documents and information are required:

  • Application for title/registration (VTR form TC-96-182) must be completed in the following sections:
  • VEHICLE IDENTIFICATION SECTION, including odometer reading and/or appropriate boxes checked.
  • AFFIDAVIT FOR REPLACEMENT SECTION, give current title number and check reason for updating/correcting the current title.
  • OWNER-BUYER SECTION, name of current owner(s), address and Social Security number. Check the appropriate boxes for the lien information. Owner’s signature and notary section required.
  • The VTR Form #TC-96-182 must be signed by the registered owner or an individual possessing Power of Attorney for the owner. A copy of the Power of Attorney must be submitted with the Application for Title. The signature on all forms must be notarized or the application cannot be accepted.
  • Completed application and filing fee must be returned to the County Clerk’s office for processing.
  • The title will be mailed to the owner, from Frankfort, within two to three business days of application if there is no pending lien.

NOTE: Additional fees apply if the application is prepared and notarized by the County Clerk’s office.

FIRST TIME OR OUT-OF-STATE VEHICLES TITLE AND REGISTRATION A person who purchases a vehicle- or brings a vehicle into Kentucky from another state is required to make application for title within fifteen (15) days. If the owner of a motor vehicle does not reside in Kentucky, the motor vehicle shall be registered with the County Clerk of the county in which the motor vehicle is principally operated. KRS 186.020

The following documents and information are required:

  • Official Title – photocopies are not acceptable.
  • Proof of sales tax paid in another state – must identify type of tax paid, dollar amount, serial number of vehicle and —name of the taxpayer (Canceled checks are not acceptable). One of the following is acceptable as proof:
  • Tax shown on certificate of title/registration
  • Dealer purchase contract
  • Financing statement from lender
  • Receipt or letter from taxing agency
  • Application for title/registration (VTR form TC-96-182)
  • Certified inspection of serial number (Sheriff’s inspection section on form TC-96-182)
  • Title Lien Statement (when applicable)
  • Proof of insurance
  • Owner/Buyer personal ID
  • Social Security number for each party appearing on the title or federal ID tax number for companies.
  • Odometer disclosure statement
  • Completed assigned title if transferring ownership

TAXES

Usage Tax – Six percent (6%) motor vehicle usage tax is levied upon the “retail price” of vehicles registered for the first time in Kentucky. In the case of new vehicles, “retail price” is either 100% of the total consideration or 90% of the manufacturer’s suggested retail price (MSRP), including all additional equipment and transportation charges. Usage tax is determined by the information provided on the VTR regarding Total Consideration paid or by the MSRP of the vehicle. NOTE: Penalty provisions for any person who willfully and fraudulently gives a false statement as to the total and actual consideration paid for a motor vehicle shall be guilty of a Class D felony and shall be fined not less than $2,000 per offense.

HANDICAP PARKING PERMITS On the application of any person who has a severe visual, audio, or physical impairment, including partial paralysis, lower limb amputation, chronic heart condition, emphysema, arthritis, rheumatism, or other debilitating condition which limits or impairs one’s personal mobility or ability to walk, the County Clerk in the county of the person’s residence shall issue the person with a disability an accessible parking placard. In addition, any agency or organization which transports persons with a disability as a part of the service provided by that agency or organization shall receive an accessible parking placard upon application to the county clerk for each vehicle used in the transportation of persons with a disability. KRS 189.456

The following documents and information are required:

  • Section 1 of the Application for Disabled Persons Special Parking Permit (TC-96-204) must be completed and signed by applicant. If a licensed physician has completed Section 3, the applicant’s signature is not required to be notarized.
  • If the person seeking an accessible parking placard has a license plate for a person with a disability as provided by KRS 186.041 or 186.042 or the County Clerk issuing the permit can ascertain that the applicant is obviously disabled, the application will not need to be signed by a physician. In this case, the applicant’s signature must be notarized.
  • For every agency or organization seeking an accessible parking placard for a person with a disability, application for the placard shall include:
    • Name of the agency or organization requesting use of an accessible parking placard.
    • Number of vehicles being used in the transportation of persons with a disability.
    • A statement from the director of the agency or organization verifying the need for the parking placard which must be on agency letterhead.
    • The agency must submit license plate numbers to the County Clerk of all vehicles using the handicap placard.
    • If the applicant has not previously had a handicapped plate issued to them, they may request a second permanent placard for an additional fee.
    • The permits will be valid for six (6) years from the date of issue.
    • A temporary placard may be issued for six (6) months (temporary disability due to surgery, broken bone, etc.) and may only be renewed once.

NOTE: Additional fees apply if the application is prepared and notarized by the County Clerk’s office.

Filing Fees:

Placard valid for two (2) years and may be renewed for (2) additional two (2) year periods at no charge.

A second (additional) placard may be issued at no charge:

Temporary permit (valid for a period of not more than three (3) months) may be issued at no charge.

 

MOBILE HOME – CONVERSION TO REAL ESTATE This document (Affidavit Of Conversion To Real Estate) is filed to execute a conversion of a manufactured home (mobile home) permanently to real estate. The Kentucky title must first be free of lien notations.
EXISTING MOBILE HOME FOR WHICH A TITLE HAS NOT BEEN ISSUED The following documents and information are required:

  • using the existing procedure for obtaining a title when one has never been issued, secure a Kentucky title
  • owner executes application for title
  • owner executes affidavit attesting to source of ownership, length of ownership and attaches any other ownership documents such as bill of sale, tax bill, etc. which will accompany application for title
  • when title is issued by Frankfort, follow the procedure for filing the Affidavit of Conversion to Real Estate
NEW AND OUT OF STATE MOBILE HOMES The following documents and information are required:

  • owner submits application for a Kentucky Certificate of Title and surrenders the Certificate of Origin or the Out-of-state title document
  • when title is issued by Frankfort, follow procedure for filing the Affidavit of Conversion to Real Estate
NEW VEHICLE TITLING AND REGISTRATION A person who purchases a vehicle, or brings a vehicle into Kentucky from another state, is required to make application for title within fifteen (15) days. KRS 186.020

The following documents and information are required:

  • Application for vehicle title and registration (VTR: Form TC-96-182)
  • Manufacturer’s certificate of origin properly assigned to the buyer by the selling dealer
  • An Affidavit of Total Consideration Given for a Motor Vehicle (71A100) or one of the following:
    • the window sticker
    • the manufacturer-to-dealer invoice which must show the suggested
      retail base price plus options and transportation charges
  • Odometer disclosure statement
  • If a lien is to be placed on the vehicle a completed Title Lien Statement must be submitted
  • Certified inspection of serial number if purchased outside Kentucky; exception of leased vehicles operating on U-Drive-It Permits**
  • Proof of Insurance for the vehicle. This must be current and contain the Owner’s name and the Vehicle Identification Number
  • Owner/Buyer personal ID
  • Social Security number for each party appearing on the title or federal ID tax number for companies.

NOTE: Additional fees apply if the application is prepared and notarized by the County Clerk’s office.

 

RENEWAL OF A KENTUCKY REGISTRATION Your vehicle license plate/decal must be renewed each year. Renewal reminders will be mailed as a courtesy the month prior to the scheduled renewal month. It is your responsibility to renew your tag/decal during the correct renewal month, even if you do not receive a renewal reminder in the mail.

The following documents are required:

  • Original certificate of registration
  • Proof of current liability insurance (VIN # must match registration)
  • Social Security number if individual, or federal tax ID number for companies
  • Power of Attorney to renew leased vehicles if the current registration is not available
  • If the original registration is not available, the current registered owner must sign a replacement affidavit and have their signature notarized. (TC 96-167)
  • Payment of registration fees and personal property tax for current registration period

NOTES:

-The owners birth month determines the expiration date with the exception of the following:

MARCH expirations:

  • Weighted Trucks
  • Motor Homes
  • Trailers

JULY expirations:

  • Handicapped placards

DECEMBER expirations:

  • personalized plates
  • special plates [except Environmental & Child Victim which expire in birth month]
    • A vehicle may not be renewed sooner than the month before the month of expiration.

PROPERTY TAX

Every vehicle titled in Kentucky is assessed by the property valuation administrator as of January 1 of each year. The tax rate is set by each taxing jurisdiction (county, school board, fire protection, etc.). The tax liability for the year is placed on the owner of record for each vehicle as of January 1. Taxes are due upon renewal or registration change. If a vehicle is transferred prior to renewal, the owner of record as of January 1 is liable for the taxes for that vehicle.

Note: Fees are based on a 12 month validity period for standard issue plates and does NOT include special or personalized plates.

MAIL-IN SERVICE

While vehicle renewals must be processed in the county of residence, they may be processed either in person at the County Clerk’s office or by mail. If renewals are processed by mail, simply mail the required documents with the appropriate fees including the fees. Your renewal will generally be returned to you within 2-3 days. NOTE: Expired registrations cannot be renewed by mail.

GENERAL INFORMATION – REMINDERS

– You must keep either an original vehicle registration form (registration receipt) or a same-sized facsimile in your vehicle (motorcycles excepted) at all times. You may be asked to present this form by law enforcement officers at any time. Please note that your vehicle registration form is not your vehicle title. We do not recommend that you keep your original title in your vehicle under any circumstances. KRS 186.170

– You must carry proof of current liability insurance coverage in the vehicle at all times. KRS 304.39-117

Automobile: $20.00

Trucks (commercial/10,000 LB): $21.00

Motorcycle: $17.75

Weighted Trucks & Trailers – fees determined by weight and type.

 

Mail-in Service: $2 postage and handling.

 

TRANSFER OF A KENTUCKY TITLED VEHICLE A person who purchases a vehicle- or brings a vehicle into Kentucky from another state- is required to make application for title within fifteen (15) days. If the owner of a motor vehicle does not reside in Kentucky, the motor vehicle shall be registered with the County Clerk of the county in which the motor vehicle is principally operated. KRS 186.020

The following documents and information are required:

  • Official title with assignment of title properly completed. Photocopies are not acceptable. Vehicles cannot be transferred if there are liens appearing on the title of the vehicle that have not been released.
  • The VTR Form #TC-96-182 must be signed by the registered owner or an individual possessing Power of Attorney for the owner. A copy of the Power of Attorney must be submitted with the Application for Title. The signature(s) on all forms must be notarized or the application cannot be accepted. NOTE: Titles that contain AND (instead of OR) between the names of the owners requires that ALL owners sign this document.
  • An Affidavit of Total Consideration Given for a Motor Vehicle (71A100)
  • Odometer disclosure statement
  • BUYER must provide proof of insurance coverage for the transferred vehicle
  • Buyer/Seller personal ID
  • Social Security number for each party appearing on the title or federal ID tax number for companies

NOTES:

– TITLE ONLY transfers require the vehicle plates be surrendered to the County Clerk.

– Property Tax – All vehicles are assessed January 1 of each year. The January 1 owner of record is responsible for the tax for that year even if the vehicle is transferred to a new owner. To avoid having a delinquent account, taxes should be paid immediately upon transfer. Delinquent taxes (on any vehicle) owed by either the seller or buyer may prohibit transfer until all delinquencies are paid.

TRANSFER OF A KENTUCKY TITLED VEHICLE OUT OF THE STATE OF KENTUCKY The following documents and information are required:

  • Affidavit of Non-Exchange, Form #TC-96-167 must be submitted for all vehicle(s) sold or transferred out of state. This form must be signed by the registered owner or an individual possessing Power of Attorney for the owner. A copy of the Power of Attorney must be submitted with the Affidavit of Non-Exchange. The signature on all forms must be notarized or the affidavit cannot be accepted.
  • Current advalorem taxes must be paid
  • If your vehicle was registered in Kentucky on January 1st of the current tax year, you will be liable for the taxes under Kentucky law (KRS 134.810). If the sale or transfer occurred before January 1 of said tax year, a copy of the new title or a copy of the bill of sale will be required in order to exonerate the tax assessment.
VEHICLE INSPECTIONS Vehicle inspections are performed by the County Sheriff’s office. Please note, this vehicle inspection is to verify the vehicle identification number and is not a safety inspection.
